The latest report from Sirsa says that university authorities have stayed celebration of the birth anniversary of Shaheed Bhagat Singh on the university campus by students citing violation of the model code of conduct, and asking to organize this event after haryana assembly elections.

It is to mention that,All-India Students Federation (AISF) had proponed birth anniversary of Shaheed Bhagat Singh function of September 28, to September 24 due to the Dussehra festival and invited Vice- Chancellor KC Bhardwaj as the chief guest for their programme, named “Ek Sham, Bhagat Singh ke Naam”.

मुझे यदि धम्मपद और गांधी के स्वराज में से किसी एक को चुनने का विकल्प दिया जाए तो मैं नि:संकोच स्वराज को चुनुंगा। तमाम समस्याओं का हल गांधी के दर्शन में ही है..आवश्यकता है इसे आत्मसात करने की..। यह कहना है बौद्ध संत व दलाईलामा के प्रमुख सहयोगी और तिब्बत की निर्वासित सरकार के प्रधानमंत्री सामदोंग रिंपोछे का जो इन दिनों गांधी कथा के प्रचार का जिम्मा उठाए हुए हैं। उनके सरकारी कार्यालय में दैनिक जागरण की उनसे बातचीत तो गांधी कथा पर शुरू हुई, लेकिन संदर्भ स्वराज और अहिंसा के मर्म तक भी पहुंचे। अहिंसा के मूल सिद्धांत पर आधारित बौद्ध धर्म व उसके प्रमुख अनुयायी होने के बावजूद महात्मा गांधी एवं उनके दर्शन के प्रचार की आवश्यकता को स्पष्ट करते हुए उनका कहना है, बुद्ध की अहिंसा धर्म और नीति तक सीमित होकर रह गई। श्रीलंका, कंबोडिया, थाईलैंड एवं बर्मा जैसे बौद्ध राष्ट्र पुलिस और सेना के बिना शासन की कल्पना तक नहीं कर पाए। दूसरी ओर गांधी ने उसे जीवन के हर पहलू, यहां तक कि राजनीति तक में उतार दिया। भारत की आजादी की लड़ाई, दक्षिण अफ्रीका में रंगभेद की लड़ाई उन्होंने अहिंसा के बल पर लड़ी और सफल रहे। वही पहले व्यक्ति थे जिन्होंने सेना और पुलिसविहीन राष्ट्र व स्वराज की कल्पना की। रिंपाछे ने बताया कि बुद्ध और महावीर जैसे महात्माओं के कारण भारत समेत पूरे विश्व में करीब ढाई हजार साल से अहिंसा का उपदेश सुनने को मिल रहा है, लेकिन दुर्भाग्यवश आम लोगों के दैनिक जीवन का हिस्सा नहीं बन पाया। इसे सिर्फ आत्मिक उत्थान व धर्म का तरीका भर माना गया है। इसे दैनिक जीवन में उतारने और इसके माध्यम से अपनी बात मनवाने की ताकत बनाने का श्रेय पूरी तरह से महात्मा गांधी को जाता है। यह दीगर है कि आजादी के बाद उनके सिद्धांतों पर अमल नहीं हो पाया, लेकिन मेरा आज भी दृढ़ विश्वास है कि बिना सेना, पुलिस एवं बल प्रयोग के शासन संभव है। दलाईलामा के सहयोगी रिंपोछे का मानना है कि गांधी के स्वराज को ईमानदारी से अपनाएं तो विश्वव्यापी आतंकवाद, भ्रष्टाचार, बेरोजगारी एवं मंदी जैसी समस्या का हल इसी में है। यदि पूरा मानव समाज अहिंसा के सिद्धांत का दृढ़ता से पालन करे और अपनी समस्याओं का हल अहिंसक तरीके से तलाश करे तो स्वत: ही हिंसा, आतंकवाद और लड़ाई-झगड़े खत्म हो जाएंगे। इसी तरह ग्राम स्वराज के सिद्धांत पर चलते हुए वस्तुओं का उतना ही ग्रामीण स्तर पर उत्पादन और संग्रह हो जितनी आवश्यकता है तो मंदी नहीं रहेगी। मौजूदा स्थिति को घातक बताते हुए उनका कहना है कि यह वैश्वीकरण और मशीनीकरण का दौर है। कारखानों में बेतहाशा उत्पादन, अधिक से अधिक वस्तुओं का संग्रह, मुनाफाखोरी, और अपनी आवश्यकता देखे बिना सिर्फ दूसरों को देखकर अस्त्र-शस्त्र समेत तमाम विलासता के सामान खरीदने की प्रवृत्ति बढ़ रही है। हर आदमी, समाज और राष्ट्र चाहे-अनचाहे इस दौड़ में है। इससे उबरने का एकमात्र रास्ता संस्कारों में परिवर्तन है जो गांधी दर्शन में है।

Cricketer Yuvraj Singh's father loses election

Dabwali, Oct 22 : Former Indian cricketer Yograj Singh, who is the father of cricket star Yuvraj Singh, Thursday lost his maiden election from Haryana's Panchkula assembly seat.
Yograj, who was fielded by the Indian National Lok Dal (INLD), was defeated by Congress candidate Devender Kumar Bansal from the Panchkula seat, adjoining state capital Chandigarh, by over 12,250 votes.

Yuvraj had not come to campaign for his father, who had put up posters of his celebrity son.

At one point Yograj was trailing at fourth place among main candidates but recovered later to end runner-up in the election.

Yograj had played one test match and six one day internationals for India against Australia in 1980 during a trip Down-under.

Chautala defeats finance minister by 621 votes

Dabwali,(Dr sukhpal): Indian National Lok Dal (INLD) president and former Haryana chief minister Om Prakash Chautala Thursday pulled off a tough win Thursday when he defeated state Finance Minister Birender Singh in the Uchana Kalan assembly seat.

Chautala defeated Singh by a margin of just 621 votes on this seat in what is perhaps the biggest contest among all 90 assembly seats in the state.

Birender Singh, a powerful Jat community leader from Jind district, was aspiring to be chief minister if the Congress returned to power.

Chautala, who contested two assembly seats, was leading from the Ellenabad seat in Sirsa district by over 16,000 votes and was expected to win that comfortably as well.

Akali Dal wins its first assembly seat in Haryana

Dabwali, Dr sukhpal: Punjab's ruling Shiromani Akali Dal Thursday scored its first electoral win in Haryana with its candidate Charanjeet Singh getting elected from the Kalanwali (reserved) assembly seat.

Charanjeet Singh defeated Sushil Kumar Indora of the Congress by over 12,500 votes.

This is the first electoral victory for the Akali Dal in Haryana. The Akalis had an electoral alliance with the Indian National Lok Dal (INLD) in the state in this election even though its candidates fought under the Akali Dal symbol.

Indora had left the August this year to join the ruling Congress.

The only other Akali Dal candidate, Charanjeet Kaur, however, lost the Ambala city assembly seat to Congress candidate and former union minister Venod Sharma by over 35,500 votes.

खुलेआम उल्लंघन, फिर भी नहीं कोई दंड

ऐसा लगता है कि गलती पर सजा की हकदार सिर्फ जनता ही होती है, सरकारी अफसर नहीं। कम से कम सूचना के अधिकार कानून के मामले में तो यह सौ फीसदी सच है। देशभर में जन सूचना अधिकारी (पीआईओ) के तौर पर काम कर रहे सरकारी अफसरों की सौ में से 98 गलतियां चुपचाप माफ कर दी जाती हैं। इनके खिलाफ सुनवाई करने वाले सूचना आयुक्त इन्हें सिर्फ अपनी गलती सुधार लेने भर को कहते हैं। यह खुलासा सूचना आयुक्तों के फैसलों के एक व्यापक अध्ययन में हुआ है। अध्ययन के मुताबिक केंद्र और राज्यों के मौजूदा सूचना आयुक्त सरकारी अफसरों से इस कानून का पालन करवा पाने में असरदार साबित नहीं हो रहे। इसकी वजह भी ये आयुक्त खुद ही हैं। दरअसल, लगभग सभी मामलों में ये उल्लंघन करने वालों को कोई सजा ही नहीं देते। जन सूचना अधिकारी के तौर पर काम कर रहा अफसर अगर तीस दिन के अंदर मांगी गई सूचना नहीं देता तो कानूनन उस पर हर दिन की देरी के लिए जुर्माना लगना चाहिए। लेकिन जिन मामलों में सूचना आयुक्त यह मान भी लेते हैं कि आवेदनकर्ता सही है और उसे सूचना उपलब्ध करवाई जानी चाहिए, उनमें भी वो उल्लंघन करने वाले अधिकारी को दंडित नहीं करते। देशभर के सूचना आयुक्तों के कामकाज का यह अध्ययन करवाने वाले पब्लिक काज रिसर्च फाउंडेशन के प्रबंध न्यासी और मैगसेसे पुरस्कार विजेता अरविंद केजरीवाल कहते हैं कि आयुक्त जब यह मान लेते हैं कि आवेदन करने वाला सही है और उसे सूचना मिलनी चाहिए तो फिर जो गलत है, उसे सजा क्यों नहीं मिलती जबकि कानून इसके लिए साफ हिदायत देता है। आयुक्तों के इस लचर रवैये की वजह से ही उनके फैसलों के बाद भी अफसर उसे गंभीरता से नहीं लेते। हालांकि यह अध्ययन रिटायर सरकारी अफसरों को लेकर आपकी धारणा काफी हद तक बदल सकता है। इसके मुताबिक रिटायर्ड अधिकारी सूचना आयुक्त बनने के बाद जरूरी नहीं कि अफसर बिरादरी को बचाने के लिए ही काम करे। अध्ययन में पता चला है कि सबसे अच्छा प्रदर्शन करने वाले आयुक्त भी रिटायर्ड नौकरशाह हैं और सबसे बुरा प्रदर्शन करने वाले भी इसी बिरादरी के हैं। छह हजार आरटीआई अपीलकर्ताओं से मिले आंकड़ों के मुताबिक जनसंतोष के मामले में अव्वल रहने वाले केरल के आयुक्त पी फजलुद्दीन और केके मिश्रा भी शीर्षस्थ सरकारी अधिकारी रहे हैं और सबसे कमतर साबित होने वाले सीडी आरा और नवीन कुमार भी।

वाशिंगटन: अमेरिका में सिखों को नौकरी के दौरान वर्दी के साथ दाढ़ी रखने और पगड़ी पहनने की इजाजत होगी। इस संबंध में अमेरिकी सरकार अपनी नीतियों में कुछ महत्वपूर्ण बदलाव करने को राजी हो गई है। सिख समुदाय के एक समूह ने बताया है कि अमेरिका के गृह सुरक्षा विभाग होमलैंड सिक्योरिटी डिपार्टमेंट के साथ हुए कानूनी समझौते के तहत अब सिख यहां वर्दी के साथ पगड़ी पहन सकेंगे और दाढ़ी रख सकेंगे। सिख कोएलिशन नामक समूह ने कहा कि होमलैंड सिक्योरिटी डिपार्टमेंट गलत ढंग से बर्खास्त करने के कारण एक सिख रघबीर सिंह को हुए नुकसान की भरपाई करने के लिए तैयार हो गया है। सिंह होमलैंड सिक्योरिटी डिपार्टमेंट में गार्ड थे। 2005 में अधिकारियों ने उनसे पगड़ी और दाढ़ी हटाने को कहा लेकिन अपनी धार्मिक आस्था के चलते सिंह ने ऐसा नहीं किया। इसके बाद सिंह को बर्खास्त कर दिया गया। सिख कोएलिशन समूह की विधि निदेशक हरसिमरन कौर ने बताया कि सिखों से भेदभाव के लिए संघीय सरकार को जिम्मेदार ठहराने से निजी नियोक्ताओं को कड़ा संदेश गया है।

अपनी जान बचाने को खेल गया कई जिंदगियों से ट्रेन हादसे के पीछे राजस्थान का शातिर अपराधी मुन्ना साजिद उर्फ रहीम था। उसी ने मेवाड़ एक्सप्रेस की एस-8 बोगी में पहले पुलिस से हाथापाई की। उसके बाद चेन पुलिंग कर दी। मुन्ना हथकड़ी समेत फरार हो गया है। कोटा पुलिस लाइन के एक कांस्टेबल ने थाना हाइवे में इस बाबत तहरीर दी है। पुलिस सूत्रों के मुताबिक, राजस्थान के कोटा पुलिस लाइन के सिपाही वीरेंद्र सिंह, बहादुर सिंह व अशोक कुमार कोटा जेल में बंद शातिर कैदी मुन्ना साजिद उर्फ रहीम पुत्र भूरा पहलवान निवासी अलहदादा की मजार रामपुर को मेवाड़ एक्सप्रेस से दिल्ली की तीस हजारी कोर्ट ले जा रहे थे। सिपाही वीरेंद्र सिंह ने तहरीर में कहा है कि मेवाड़ एक्सप्रेस मथुरा जंक्शन से 4.20 बजे रवाना हुई थी। इसके बाद गोवा संपर्क क्रांति एक्सप्रेस ने टक्कर मार दी। ट्रेन हादसे में कैदी मुन्ना साजिद उर्फ रहीम हथकड़ी समेत कूदकर भाग गया। टीटीई केसी शर्मा का कहना था कि एस-8 बोगी में कोटा पुलिस के साथ में एक हथकड़ी लगा बदमाश था। जिसे लेकर वह दिल्ली जा रहे थे। भूतेश्र्वर स्टेशन पार होते ही पुलिसकर्मी और कैदी में विवाद हुआ। इसी बीच इस बोगी से चेन पुलिंग कर दी गई। यात्री जितेंद्र का कहना था कि रेल हादसे से सात-आठ मिनट पहले ही एक व्यक्ति हथकड़ी समेत गाड़ी से कूद गया था। इसके बाद पुलिसकर्मियों ने चेन पुलिंग कर दी थी। ट्रेन पूरी तरह से नहीं रुकी थी, तभी गोवा एक्सप्रेस ने टक्कर मार दी। कोटा पुलिस लाइन्स से विचारधीन कैदी लेकर आए सिपाही वीरेंद्र सिंह, बहादुर सिंह व अशोक कुमार को

कोटा, राजस्थान के एसपी ने निलंबित कर दिया है। तीनों के खिलाफ मुकदमा भी दर्ज किया जा रहा है। कोटा एसपी ने मथुरा एसएसपी बीडी पाल्सन से वार्ता भी की। थाना हाइवे में धारा 224 के तहत मुकदमा दर्ज कर लिया गया है।

Dabwali,October 22-(Dr sukhpal)- There is a strong case to remove inconsistencies and contradictions between educational goals , actual policy and resources for sustainable human development for Indians in India and else where in the world which calls for manpower planning ensuring accessibility, affordability and quality. To ground the educational programmes in the labour market realities, there is an urgent need of the data to develop occupational analysis with forecasting coupled with appropriate institutional mode of delivery. It is essential for manpower planning because the vocational, higher and technical education programmes have not only failed to tackle the problem of educated unemployment but aggravated it as the rates of unemployment have a tendency to rise sharply with every increase in the level of education’ opined Dr. M.M. Goel, Professor & Chairman Department of Economics, Kurukshetra University, Kurukshetra. He was addressing the students of Bhagwan Shri Krishna College of Education, today on ‘Excellence Models for Teachers in a Changing Economic Scenario’
There is a strong case for reducing the gap between intellectuals and politicians in power to ensure good governance in all sectors of the economy including education which calls for teacher’s constituency in parliament as well as State assemblies, believes Professor Goel who is the convener Intellectual cell of the Haryana Pradesh congress Committee (HPCC).
Every possible effort needs to be made for the quality and quantity (both -which has a trade off) for making education as a life insurance for one and all in India. We need to declare education as the basic infrastructural activity.
To reduce the critical gap in terms of availability of opportunity of higher education between the rural and urban area in India, Professor Goel justified more allocation of public sector allocation for opening more educational institutions of higher learning in rural areas. He made a call for treating higher education as a highly valuable service that has a price tag and not a heavily subsidized commodity. There is a case for formulating a well-conceived, well planned and equally well implemntable strategy for higher education in India, believes Professor Goel. He said that the educational value of education is more important than the economic value of education which should increase the value of education rather than devaluing the value of education.
Professor Goel firmly believes that the education which makes people selfish, egoistic and intolerant is no education.
We need to promote a healthy reaction to the individualism and materialism- the dominant trend of modern education and re- conceive the process of education, not merely as an instrument of providing job but an activity that nurtures a continuous growth of the mind and the spirit, and respect the ethics and morals necessary for ordering and illumination of life, observed Professor Goel who belongs to a family of teachers for four generations.
Professor Goel feels pain in saying that spiritual bankruptcy and the Commercialization of education are the root causes of deteriorating educational standards in India and is a serious issue of concern for polluting relationship between teacher and student of today. He admitted that to some extent, the teachers are eroding the faith and confidence in Indian education system
Being a humble devotee of Lord Krishna , Professor Goel believes that spirituality- the science of soul which is ism neutral and religion free flowing from Bhagwad Gita -a sacro-secular epic needs to be accepted as mantra of excellence by the entire humanity including the teachers of today and tomorrow in all walks of life.
Professor Goel emphasized the active participation of private sector in the likelihood of growing demand in future which has to effect a change in the mind set of the masses. To keep the higher education within the reach of poor aspirants, Professor Goel made a case for effective monitoring and regulation of the private sector through appropriate policy measures – a judicious mix of policies, which ensure efficient use of the available educational resources. He has justified the use of cost-benefit analysis for developing new projects of higher education. To plug the loopholes in non-performance, he has rightly pointed out the need for accountability.
To justify the Skill of writing as an art, he quoted Alexander Pope, “True ease in writing come by Art not by chance as s (he) moves easiest who has learnt to dance”. In his opinion, the writing is not an easy task and is an art which can certainly be developed through lot of reading. It needs to be noted that societies and nations can live without writing but no society can exist without reading, added Goel.
