मैने राठौ़ड के खिलाफ कार्रवाई की : चौटाला

हरियाणा के पूर्व मुख्यमंत्री ओमप्रकाश चौटाला ने बहुचर्चित टेनिस खिलाडी रूचिका मामले में कहा कि मैने मामले के दोषी एस पी सी राठौड के खिलाफ कार्रवाही की, जबकि दूसरी सरकारों ने उसे प्रोन्नति दी। रूचिका के पिता ने गुरूवार को चौटाल पर राठौड को बचाने का आरोप लगाया था। चौटाल ने कहा कि हमने उसके खिलाफ कडी कार्रवाही की। वर्ष 1990 में मेरी सरकार ने उसके खिलाफ विभागीय कार्रवाई शुरू की थी। इसके बाद अपने कार्यकाल के दौरान हमने उसे डीजीपी के पद से निलंबित कर दिया, क्योकि उसके खिलाफ उस मामले में आरोप-पत्र पेश किया गया था। उन्होंने कहा कि राठौड को भजन लाल और बंसीलाल की सरकारों के दौरान एडीजीपी और बाद में डीजीपी बनाया गया। उसकी प्रोन्नति के लिए इनको दोष दिया जाना चाहिए।

एनएसएस शिविर कन्या में भ्रूण हत्या, दहेज के प्रति जागरूक किया।

डबवाली(सुखपाल)- उपमण्डल के गांव अबूबशहर के राजकीय वरिष्ठ माध्यमिक विद्यालय में चल रहे सात दिवसीय एनएसएस शिविर के चतुर्थ दिवस 60 स्वयंसेवकों ने धुन्ध के बावजूद पीटी की व पूरे गांव में प्रभात फेरी निकाली। जिसमें लोगों को कन्या भ्रूण हत्या, दहेज व नशे से मुक्ति के प्रति जागरूक किया। तदोपरान्त कुछ स्वयंसेवकों द्वारा प्रधानाचार्या व लिपिक कक्ष की सफाई की गई तथा कुछ स्वयंसेवकों ने गांव के बस स्टैण्ड की सफाई की तथा लोगों को स्वच्छता के प्रति जागरूक किया। एनएसएस अधिकारी प्रदीप पारीक ने स्वयंसेवकों को उपभोक्ता संरक्षण कानून, महिला ङ्क्षहसा कानून तथा लोक अदालत के लाभों के बारे विस्तृत जानकारी दी। तत्पश्चात विद्यालय प्रांगण में भाषण एवं दौड़ प्रतियोगिता करवाई गई। भाषण प्रतियोगिता में सिमरजीत, मनप्रीत कौर व जसवीर कौर एवं दौड़ प्रतियोगिता में रणधीर कुमार, गंगा राम व वीर सिंह, ने क्रमश: प्रथम, द्वितीय व तृतीय स्थान प्राप्त किया। इस अवसर पर प्रवक्ता सुरजीत सिंह, अध्यक्ष देवी लाल, डी. पी. ई. आजाद सिंह, बृज लाल व स्कूल स्टॉफ के अन्य शिक्षक भी उपस्थित थे।

शिशु वाटिका में क्रिसमस-डे की धूम

डबवाली(सुखपाल)- स्थानीय गोपाल शिशु वाटिका में आज क्रिसमस-डे मनाया गया। जिसमें क्रैच के नन्हे-मुन्ने बच्चों ने सांता क्लॉज की वेशभूषा में कार्यक्रम को चार चाँद लगा दिया। इस अवसर पर कै्रच की निदेशक कुसुम मोंगा ने अपने सम्बोधन में कहा कि सभी धर्म शांति के रास्ते पर चलने की सीख देते हंै तथा प्रभु ईसा मसीह ने भी दुनिया को शांति और भाईचारे का संदेश दिया था। इस प्रकार वर्तमान युग में भी प्र्रभु ईसा मसीह की शिक्षाओं को जीवन में उतारने की आवश्यकता है। इस अवसर पर स्टॉफ सदस्य एवं अभिभावक उपस्थित थे। अन्त में बच्चों में टॉफियां वितरित की गई।

पंजाब सरकार एवं केन्द्र सरकार गांववासियों की मांगों पर कोई ध्यान नहीं दे रही ---गुलजार मोरिया

डबवाली(सुखपाल) स्थानीय किलियांवाली अनाज मण्डी में आज पंजाब खेत मजदूर सभा की जिला वॄकग कमेटी की एक बैठक का. महंगा राम दोदा, का. गुरमुख सिंह बादल एवं किरण बजाज की अध्यक्षता में सम्पन्न हुई। बैठक को सम्बोधित करते हुए पंजाब खेत मजदूर सभा के महासचिव गुलजार मोरिया ने कहा कि पंजाब सरकार एवं केन्द्र सरकार गांववासियों की मांगों पर कोई ध्यान नहीं दे रही है तथा ग्रामीण रोजगार गारन्टी कानून (नरेगा) को पंजाब प्रदेश में लागू नहीं किया जा रहा। उन्होंने कहा कि देश के अन्य प्रदेशों में यह 20वें नम्बर पर है। इस बैठक को का. नाजर चन्द लम्बी, अवतार सिंह भुल्लर, कुलवन्द समाघ, गुरतेज सिंह बास व मंगल सिंह ने भी सम्बोधित किया। इस अवसर पर का. गजराज सिंह, डॉ. गुरमीत सिंह, द्रोणा सिंह आदनीया, जगसीर सिंह नम्बरदार, धर्मा सिंह जिला प्रधान सहित भ_ा मजदूर यूनियन के सदस्य उपस्थित थे।

ट्रेन का सफर, 7 स्टार होटल का मजा

नई दिल्ली : ट्रेन में सेवन स्टार होटल का मजा लेना हो तो महाराजा एक्सप्रेस का टिकट कटा लीजिए। हां, इसके लिए आपको जेब थोड़ी ज्यादा ढीली करनी होगी, लेकिन सफर लाजवाब होगा। महाराजा एक्सप्रेस में एक व्यक्ति का एक दिन के लिए किराया 36 हजार से लेकर 1,12,500 रुपये तक होगा और कम से कम सात दिन का पैकेज लेना होगा। शाही आन, बान और शान वाली यह महाराजा एक्सप्रेस एक हफ्ते में आपको भारत के कई प्रमुख स्थानों की सैर कराएगी। आईआरसीटीसी और कॉक्स एंड किंग्स इंडिया लिमिटेड मिलकर पहली बार यह लग्जरी ट्रेन चला रहे हैं। आईआरसीटीसी ने पर्यटकों की यादगार यात्रा बनाने के लिए इस महाराजा एक्सप्रेस की पूरी तैयार कर ली है। यह ट्रेन 31 जनवरी को दिल्ली से रवाना होगी। शाही मेहमान होंगे मुसाफिर : खास अंदाज में तैयार की गई महाराजा ट्रेन देश की पहली ट्रेन होगी, जिसमें सात सितारा होटल की सुविधाएं उपलब्ध कराई जा रही हैं। 23 कोच की इस ट्रेन में एक बार में सिर्फ 84 मुसाफिर शाही सवारी का मजा उठा सकेंगे। इस ट्रेन में देश की अब तक की सबसे लग्जरी ट्रेन पैलेस ऑन व्हील से भी कहीं अधिक सुविधाएं हैं। मुसाफिरों के लिए इसमें लग्जरी रूम पैंट्री कार, डाइनिंग रूम, बार रूम, लाइब्रेरी, स्टडी रूम, मनोरंजन रूम और लाउंज होगा। इनमें बैठकर पर्यटक बाहर का नजारा भी देख सकेंगे। मुसाफिर अपनी पसंद से डीलक्स केबिन, जूनियर सूईट के अलावा प्रेसिडेंशियल सूईट का चुनाव कर सकेंगें। इनमें देशी तथा विदेशी व्यंजन परोसने के लिए व‌र्ल्ड क्लास की पैंट्री कार लगाई गई है, जो भारतीय तथा यूरोपिन, चाइनीज, इटैलियन समेत दुनिया भर के व्यंजन परोसेंगी। पूरी ट्रेन एयरकंडीशंड होने के साथ ही साथ हर कोच में देश की कला एवं संस्कृति प्रदर्शित करते चित्र भी लगाए गए हैं। केबिनों में माइक्रोप्रोसेसर क्लाइमेट कंट्रोलर लगाए गए हैं। प्रत्येक कोच में डारेक्ट डायल टेलीफोन की सुविधा के अलावा डायरेक्ट टीवी तथा इंटरनेट की सुविधा भी उपलब्ध कराई जा रही है। इस लग्जरी ट्रेन का डिजाइन रेल कोच फेक्ट्री चेन्नई में तैयार किया गया है। एक कोच को तैयार करने में दो से तीन करोड़ रुपये की लागत आई है। खास बात है कि इस शाही ट्रेन के कोच का नामकरण भी राज्यों की थीम के आधार पर किया जाएगा।कौन से होंगे रूट : यह महाराजा एक्सप्रेस ट्रेन देश के प्रमुख पर्यटन, धार्मिक और ऐतिहासिक स्थलों की यात्रा कराएगी। पर्यटकों की सुविधा के लिए कम से कम सप्ताह के टूर पैकेज की व्यवस्था भी होगी। आईआरसीटीसी ने इस शाही ट्रेन के दो रूट निर्धारित किए हैं। ट्रेन का पहला रूट दिल्ली से होकर आगरा, ग्वालियर, खजुराहो, बांधवगढ़, वाराणसी, ग्वालियर, गया और कोलकाता तक होगा। दूसरे रूट में यह ट्रेन दिल्ली, आगरा, रणथंभौर, जयपुर, बीकानेर, जोधपुर, उदयपुर, बडोदरा होते हुए मुंबई पहुंचेगी। जनवरी में होगा ट्रायल : आईआरसीटीसी के प्रबंध निदेशक डॉ. नलिन सिंघल बताते हैं कि इस ट्रेन का ट्रायल जनवरी के तीसरे सप्ताह में शुरू होगा। 31 जनवरी को पहली कॉमर्शियल यात्रा पर 84 पर्यटकों को लेकर ट्रेन दिल्ली से रवाना होगी। सिंघल का कहना है कि विदेशी पर्यटकों के अलावा देश के यात्री भी महाराजा एक्सप्रेस की शाही सवारी कर सकेंगे। नवंबर 2010 तक नो वैकेंसी : अगर आप यह पूरी खबर पढ़ने के बाद इस ट्रेन से सफर की योजना बनाने रहे हैं, तो जरा ठहर जाइए। महाराजा एक्सप्रेस में नवंबर 2010 तक पूरी बुकिंग हो चुकी है। इसके आगे की बुकिंग चाहिए तो आपका स्वागत है।कितना होगा किराया एक दिन का किराया : इस टूर पैकेज में चार श्रेणी के लिए अलग किराया निर्धारित किया गया है। नीचे दिया गया किराया प्रति व्यक्ति प्रति दिन का है। डीलक्स केबिन- आठ सौ डॉलर , जूनियर सुईट - 900 डॉलर, सुईट - 1400 डॉलर, प्रेसिडेंटल कैरिज - 25 सौ डॉलर।

गरीबों का गेहूं पीस रही पंजाब सरकार

पंजाब सरकार केंद्र सरकार की एपीएल योजना के तहत मिल रहे गेहूं के स्थान पर आटा देकर कथित तौैर पर करोड़ों रुपये का घालमेल कर रही है। केंद्र सरकार से करीब 6.53 रुपये प्रति किलो की दर से मिलने वाले गेहूं का आटा तैयार करके राज्य के 70 लाख एपीएल उपभोक्ताओं को 12 रुपये प्रति किलो के हिसाब से देने की तैयारी कर ली गई है। इसके लिए राज्य की 70 के लगभग बड़ी फ्लोर मिलों का टेंडर भी हो गया है। इसका खुलासा सूचना के अधिकार कानून (आरटीआई) के तहत मांगी गई जानकारी में हुआ है। केंद्र द्वारा हर माह राज्य में एपीएल को गेहूं राज्य सरकार के जरिए बांटा जा रहा है। राज्य के 14500 के करीब डिपो होल्डर करीब 70 लाख उपभोक्ताओं को योजना का फायदा उपलब्ध करवा रहे हैं। जागरण संवाददाता द्वारा सूचना के अधिकार के तहत मांगी गई जानकारी के अनुसार केंद्र द्वारा जारी एपीएल गेहूं का निर्धारित मूल्य 6 रुपये 10 पैसे व चार प्रतिशत वैट और 3 प्रतिशत अलग खर्चो के साथ बेचा जाना तय है पर राज्य सरकार राज्य के 70 लाख उपभोक्ताओं को यही गेहूं 8.10 रुपये प्रति किलो के हिसाब से बेच रही है। इसके लिए पंजाब सरकार द्वारा डिपो होल्डरों से 7.81 रुपये के हिसाब से पैसे जमा करवाए जाते हैं। विभाग की वेबसाइट पर भी नजर दौड़ाएं तो एपीएल का निर्धारित मूल्य 6.53 रुपये के लगभग दिखाया जाता है,जबकि विभाग द्वारा डिपो होल्डरों के काटे गए रिलीज आर्डर पर 7.81 रुपये का मूल्य है।

यमुना को बचाने में डूबे 18 सौ करोड़

नईदिल्ली: गंगा में जहरीला ही सही पानी तो है, लेकिन दिल्ली की यमुना तो मृतप्राय है। वह भी तब जब कि इस नदी के बचाने में 1800 करोड़ रुपये डूब चुके हैं और सुप्रीम कोर्ट व हाई कोर्ट के एक दर्जन आदेश आ चुके हैं। अब नौबत यहां भी घाटों पर पुलिसिया पहरा बैठाने की है जैसा कि इसी महीने वाराणसी में हुआ है, ताकि सूखी यमुना दिल्ली का कूड़ेदान न बन जाए। राष्ट्रमंडल खेलों के दौरान दिल्ली आने वाले विदेशी यमुना को देखकर सिर्फ अफसोस ही करेंगे, क्योंकि यमुना को साफ करने के लिए सुप्रीम कोर्ट की तीन समय सीमाएं भी हवा में उड़ चुकी हैं। अब बारी नदियों पर पुलिस के पहरे की है। गंगा को अपने भक्तों से बचाने के लिए वाराणसी प्रशासन ने पुलिस को लगा दिया है। दिल्ली भी इसी तरफ बढ़ रही है। वाराणसी के प्रशासन ने धारा 144 यानी निषेधाज्ञा के तहत घाटों व नदी में साफ सफाई तय करने के लिए खाकी वर्दी को लगा दिया है। वैसे, केंद्रीय प्रदूषण नियंत्रण बोर्ड के अध्यक्ष एस.सी.गौतम इस रास्ते से बहुत इत्तेफाक नहीं रखते। उनका कहना है कि एक शहर के तटों की निगरानी से क्या होगा। अगर देश के सभी सवा छह सौ जिलों में जिम्मेदार अधिकारी यह तय कर ले कि घरेलू सीवर को नदियों में जाने से रोक दें, तो सत्तर फीसदी गंदगी अपने आप समाप्त हो जाएगी। उनकी बात सही है, क्योंकि सबसे बड़ी अदालत ने 2005 तक यमुना को साफ करने की सीमा तय की थी, मगर हुआ उल्टा और यमुना पहले से ज्यादा मैली हो गई। 17 साल से सुप्रीम कोर्ट और 7 साल से हाईकोर्ट यमुना की सफाई की निगरानी कर रहा है। सरकार भी यमुना एक्शन प्लान का पहला चरण और दूसरा चरण लागू कर चुकी है। हाल में केंद्रीय पर्यावरण मंत्री जयराम रमेश ने यमुना की गंदगी पर चिंता जताते हुए दिल्ली सरकार से इसे चुनौती के रूप में लेने को कहा।

Sports not ‘healthy’ for girls?

Sexual exploitation of women athletes is rampant

One major gray area of Indian sports has been the exploitation and sexual harassment of girl and women athletes. Conviction of former Director-General of Police SPS Rathore in the Ruchika molestation case is only a symbolic revelation of a deeper malaise that has been continuously tormenting women in sports.
Only in July this year, the manager of Indian women’s T20 cricket team, Chamundeswarnath, hawked newspaper headlines after several women players complained against sexual harassment and nepotism by him. Besides, they also accused him of sending lewd SMSs. The Andhra Pradesh government ordered an inquiry after a police case was registered against him on the complaint of a woman cricketer.
Intriguingly, a minute percentage of total cases of exploitation and sexual harassment of girl and women athletes are reported to the police or highlighted in the media as the victims and their parents prefer to quit the sports scene to avoid “public disgrace”. Some years ago a male swimming coach was accused of under water sexual misconduct with girl trainees. But the case was hushed up after his transfer.
It is one reason that many parents do not want their daughters to take to competitive sports. The problem is not only confined to India but is prevalent world over as even the International Olympic Committee had in February 2007 adopted a consensus position statement on sexual harassment and abuse in sport. The statement was prepared by a group of experts at a seminar in Lausanne, the headquarters of the IOC, at a seminar a year earlier.
The statement not only defines the problems but also identifies the risk factors and provides guidelines for prevention and resolution. In spite of rigorous guidelines and instructions issued from time to time, male coaches, managers and other male officials continue to accompany girls and women teams for tournaments and competitions. Indian women’s’ T20 cricket team has been the glaring example.
Even if one takes a wide look at the sports management infrastructure in the country, it is essentially a male bastion. Even games and sports that primarily have dominant women participation, management, including coaching, remain in the male domain. Most of these sports managers are either bureaucrats or politicians who refuse to leave the sports bodies alone even after several terms of three to five years each in office.
At times, cases of exploitation of school and college girls or junior team officials get highlighted in the media। But subsequent pressures from the powerful sports managers force the complainants to withdraw. For example, cases of girl and women swimmers, tennis and badminton players from the northern region being sexually harassed, never progressed beyond the complaint. Naturally, exploitation is more in individual sports than team games. And Ruchika unfortunately wanted to be tennis player, again an individual event.

राठौर के सिर पर चौटाला का हाथ : एस.सी. गिरहोत्रा

पंचकूला, सी.बी.आई. की विशेष अदालत द्वारा गत १२ अगस्त १९९० को १४ वर्षीय छात्रा रुचिका से छेडख़ानी करने के आरोप में पूर्व पुलिस महानिदेशक एस.पी.एस. राठौर को केवल ६ माह की सजा दिए जाने पर आज परिजनों में काफी रोष देखने को मिला। सै1टर-६ स्थित रुचिका की सहेली अराधना के घर पर मीडिया से बातचीत में रुचिका के पिता एस.सी. गिरहोत्रा ने कहा कि आरोपियों के किए की यह बहुत कम सजा है और वे अब खुलकर अपनी बेटी को इंसाफ दिलवाने के लिए सामने आएंगे। वह पहली बार मीडिया के सामने आकर खुलकर बोले।
उन्होंने राजनीतिक धुरंधरों को लपेटे में लेते हुए कहा कि राठौर को चौटाला का संरक्षण प्राप्त था। यदि वे चाहते तो राठौर को समय रहते सजा दिलवा सकते थे और आज उनकी बेटी 5ाी पुलिसिया कहर की भेंट न चढ़ती। आंखों में आंसू लिए गिरहोत्रा ने कहा कि वह अपनी बेटी को इंसाफ दिलवाने के लिए चौटाला सरकार व भजनलाल सरकार से 5ाी मिले लेकिन किसी ने भी उनका साथ नहीं दिया और हर बात राठौर के पक्ष में कही जाने लगी। उनकी बेटी पहले तो पूर्व डी.जी.पी. राठौर की प्रताडऩा का शिकार हुई और बाद में वह ३ साल तक हरियाणा पुलिस के खौफनाक चेहरे का सामना करती रही। अंत में उसने जहरीला पदार्थ निगलकर अपनी जान दे दी। गिरहोत्रा ने कहा कि उनकी बेटी रुचिका को मौत के मुंह में धकेलने वाले कोई और नहीं हरियाणा पुलिस के जालिम मुलाजिम हैं जो आज 5ाी आजाद घूम रहे हैं। आज १९ साल बाद उन्हें सी.बी.आई. अदालत से काफी उ6मीदें थीं लेकिन यहां 5ाी आरोपी को ६ माह की मामूली सजा सुना दी। गिरहोत्रा ने इस मामले के आरोपियों को आगाह करते हुए कहा कि वह अब रुचिका को आत्महत्या के लिए मजबूर करने संबंधी फाइल को री-ओपन करवाने जा रहे हैं और जो 5ाी लोग उनकी बेटी की मौत के जि6मेदार हैं उन्हें कड़ी से कड़ी सजा दिलवाएंगे। उन्होंने कहा कि चौटाला के खिलाफ भी याचिका दायर होनी चाहिए।
उन्होंने कहा कि वह मरते दम तक बेटी को न्याय दिलाने के लिए लड़ते रहेंगे। गिरहोत्रा ने कहा कि आज भी उन्हें इस केस से हाथ पीछे करने को कहा जा रहा है और उनके पास धमकियां भी आ रही हैं। इस मामले में वह सरकार से सुरक्षा की मांग के बारे में भी सोच रहे हैं। रुचिका हत्या मामले में हरियाणा पुलिस ने एस.एस.पी. राठौर के साथ मिलीभगत होने का जिक्र करते हुए उनके भाई आशु ने कहा था कि वरिष्ठ पुलिस अधिकारी की मौजूदगी में उसे यातना दी गई थी। आशु घटना के समय २० साल का था।

Chautala shielded Rathore, says Ruchika’s father

Breaking his long, painful silence, Subhash Chander Girhotra, father of Ruchika —who committed suicide after being allegedly molested by a top cop SPS Rathore — today alleged that the then Chief Minister OP Chautala had shielded the accused and even other successive governments did nothing to bring him to justice.

Girhotra, who, for the first time came out in open and pledged that he would keep on fighting till Rathore is punished, said had the government taken action on the report of the then DGP RR Singh, his daughter would have been alive today.

Girhotra said his entire family was uprooted and even forced to flee, while his son was implicated in fake criminal cases, leading to suicide by Ruchika. “Today, we have no shelter. We had to sell our house to avoid repression at the hands of Rathore. The career of my son, who aspired to be an IAS officer, has been ruined,” he rued.

The politicians and bureaucrats joined hands to shield Rathore and the DGP’s report was buried, he further alleged. “The incident took place on August 12, 1990. DGP RR Singh submitted his report within 20 days (September 3) of the incident, indicting Rathore, who was an Inspector General of Police at that time. But, no action was taken against the accused, who was, shockingly, promoted to the DGP’s post,” said Ruchika’s father.

He demanded that all those who shielded Rathore should be booked for abetment to suicide. Seeking security from the state government, he alleged that he had received threatening telephone calls after the judgement in the case.. “Kya kar liya tumne said the caller and I disconnected the phone before he could say anything further, “ claimed Girhotra, adding that he did not open his mouth against Rathore till now as he was scared of retaliation from the influential accused.

Narrating his woes, Girhotra said his house was stoned after complaint against Rahtore was lodged and the family was chased and threatened wherever they moved. “Police arrested my 14-year-old son six times, tortured him and kept him in custody for 2 months. Ruchika could not bear this and committed suicide,” he said

Editors Guild expresses concern over ‘paid news’

The Editors Guild of India has expressed shock and serious concern at the increasing number of reports of publication or broadcast of “paid news” by some newspapers and television channels, especially during the recent elections.

The guild, at its annual general meeting held yesterday, strongly condemned the practice that, it said, had shaken Indian journalism. It called upon all editors in the country to desist from publishing any form of advertisement that masqueraded as news.

A statement issued by the guild said: “It is imperative that news organisations have to clearly distinguish between news and advertisements with full and proper disclosure norms, so that no reader and viewer is tricked by any subterfuge of advertisements published and broadcast in the same format, language and style of news. It is disturbing that this paid news practice is also being used by companies, organisations and individuals, apart from political parties.”

The guild also deplored the practice of “private treaties” where news organisations accepted free equity in unlisted companies in lieu of promoting these companies through news columns and television news programmes. “The news organisations should disclose their commercial and equity interests in such companies to the readers and viewers in a transparent manner,” the statement added.

The guild also decried the unsavoury and unacceptable practice of some political parties and candidates offering payment for “news packages” to news media and its representatives to publish and telecast eulogising and misleading news reports on political parties. “The media organisations and the editors who indulge in it, and the customers who offer payment for such “paid news” are guilty of undermining the free and fair press, to which every citizen of India is entitled,” the statement said.

The guild has called upon publishers, editors and journalists to unitedly fight the menace of commercialisation and bartering of self-respect of the media. It added that the Editors Guild would be shortly unveiling an initiative to encourage transparency regarding “paid news” and “private treaties”.
